Faced issue from Server Manager console:

Automatic Refresh: Configuration refresh message: The system cannot access one or more event logs because of insufficient access rights, file corruption or other reasons.

The issue is coming from an Eventlog file that cannot be opened. To find it, open the eventvwr.msc and open each log one by one or search for the error pointing to the specific log.

In my case, it was the “Microsoft-Windows-DxpTaskRingtone/Analytic” who cannot be opened.

Solution found on the internet is to delete the Reg Key pointing to this Eventlog.

Console Refresh now should work.

Yes! You will say, we are just bypassing the problem and in reality it’s still there. You are right.

It needs confirmation but it seems the problem occurs after a Windows Upgrade and therefore this Key become useless. Not sure about that, I let you check on the internet.
